Last week I had a chance to chat with Dennis Koellermeier, longtime Public Works Director for the City of Tigard, about the history surrounding the potential use of Tigard Water Service District waterlines to service River Terrace.  It was a short conversation, and there is certainly more for the Project Team to discover as we study the Intergovernmental Agreements and dig into the issue further.  But Dennis was insistent that the District stands behind the agreement to allow its infrastructure to be used, a position that Dennis said the District has held for quite a while.  Further, Dennis said that the annexation of River Terrace was accomplished along Scholls Ferry Road only because of the need for contiguity with existing city boundaries, not because of any Water District issues.  Good news for the project.  More to come…
