On September 15, 2014, Tigard Planning Commission received a briefing on the River Terrace adoption process. The purpose of this briefing was to prepare the Commission for review of the River Terrace Community Plan scheduled for November 17, 2014. At the November hearing, Commissioners will consider:

  • Ordinance #1: A Comprehensive Plan Amendment (CPA ) to adopt the River Terrace Community Plan, Zoning/Land Use Maps, and Natural Resources Maps
  • Ordinance #2: A Comprehensive Plan Amendment (CPA) to adopt the River Terrace Addendum to the city’s Transportation System Plan
  • Ordinance #3: A Development Code Amendment (DCA) to adopt River Terrace specific Code Amendments

Planning Commission will review these ordinances through the city’s Type IV review procedure for Development Code and Comprehensive Plan amendments, which requires two hearings, one before the Commission and one before City Council. Commissioners will receive one staff report addressing approval criteria for all three ordinances, and hold one public hearing addressing all three items.

Planning Commission will be asked to recommend that Council either approve, approve with amendments, or deny the material associated with each ordinance. The Planning Commission may also decide to continue the hearing if additional time is needed to arrive at a recommendation for Council.
