The River Terrace Community Plan is now entering the legislative adoption process. The City of Tigard is proposing to amend its Comprehensive Plan to incorporate the River Terrace area. This Comprehensive Plan Amendment (CPA) includes:

  • The River Terrace Community Plan: The Community Plan provides for a variety of land uses and residential densities consistent with the community’s desire to create a community of great neighborhoods that includes housing, neighborhood-scale commercial businesses, schools, parks and recreational opportunities.
  • Comprehensive Plan Land Use Designations: Refinements have been made to the West Bull Mountain Concept Plan land use recommendations in order to support a better range and mix of zoning districts and housing types in River Terrace.
  • Natural Resource Maps: These maps update existing city maps that regulate tree groves, habitat conservation areas, and wetland and riparian areas to include the River Terrace area.
  • River Terrace Addendum to the City of Tigard Transportation System Plan: This addendum creates a local transportation system plan that provides for a multimodal system of streets, trails, and sidewalks within River Terrace.

As part of the process, Tigard will be sending what is known as a Measure 56 Notice to all River Terrace property owners. This notice states that adoption of the proposed CPA “may affect the permissible uses of your property and other properties.” This language is required by state law. The purpose of this upcoming notice is to ensure that city residents and stakeholders have ample opportunity to learn about the proposed CPA, and provide comments and testimony to decision makers.

The first public hearing will be held at the Planning Commission meeting on November 17, 2014 at 7:00 p.m. The second public hearing is scheduled at the City Council meeting on December 16, 2014 at 6:30 p.m. Both hearings will take place in Tigard Town Hall (13125 SW Hall Blvd., Tigard, OR 97223).

Interested parties can offer relevant testimony to influence the Planning Commission before they make a formal recommendation on the CPA to City Council.
