On November 17, a public hearing on a Comprehensive Plan Amendment (CPA) to adopt the River Terrace Community Plan, Comprehensive Plan Designations, Natural Resources Maps, and the River Terrace Addendum to the City of Tigard Transportation System Plan (TSP) was held before Planning Commission. The Commission unanimously recommended approval of the CPA to City Council.

This was the first hearing in the River Terrace Community Plan legislative adoption process. The second hearing will be held before City Council on December 16 at 6:30 p.m. in Tigard Town Hall (13125 SW Hall Blvd., Tigard, OR 97223).

During the hearing, interested parties offered relevant testimony before the Commission. The following concerns and suggestions were voiced:

  • The River Terrace Boulevard cost estimate is high. Several developers requested that the illustration of the full cross section be removed from the plan and that less expensive design alternatives be considered.
  • The future school site in the south may not have the access it needs to serve existing and new residents in the area. The Tigard-Tualatin School District requested that the extension of 161st Avenue, a Neighborhood Route that connects their property to the north, be added to the near-term transportation project list.
  • The east-west segment of the River Terrace Trail is located on several properties that are likely not going to develop for quite some time. Property owners expressed concern that the trail’s location might restrict or otherwise negatively impact the use of their land. They requested that this segment be relocated or shown more conceptually.
