At a December 16 public hearing, Tigard City Council approved a Comprehensive Plan Amendment (CPA) to adopt the River Terrace Community Plan and several related documents and maps. This action represents a huge milestone in the River Terrace community planning process, and moves us one step closer to allowing development to happen in River Terrace. View the City of Tigard Press Release here. As part of this CPA, Council adopted the following documents by ordinance:

  • River Terrace Community Plan: The Community Plan provides for a variety of land uses and residential densities consistent with the community’s desire to create a community of great neighborhoods that includes housing, neighborhood-scale commercial businesses, schools, parks and recreational opportunities.
  • Comprehensive Plan Land Use Designations: Refinements were made to the West Bull Mountain Concept Plan land use recommendations to support a range and mix of housing types in River Terrace.
  • Natural Resource Maps: These maps update existing city maps that regulate tree groves, habitat conservation areas, and wetland and riparian areas.
  • River Terrace Addendum to the City of Tigard Transportation System Plan (TSP): This addendum creates a transportation system plan that provides a multimodal system of streets, trails, and sidewalks within River Terrace.

In addition to the above CPA, Council adopted the following by resolution:

  • River Terrace Funding Strategy: The Funding Strategy is a plan for funding major infrastructure improvements in River Terrace. Since Council and the Stakeholder Working Group were last briefed on the Funding Strategy, the project team revised the cost estimate for River Terrace Boulevard by $16 million, based on information provided from local engineering firms working on River Terrace development projects. Council adopted the Funding Strategy by resolution, with an amendment to correct a typographical error regarding the Parks System Development Charge. In addition, Council amended the following transportation funding analysis and assumptions:
    • Citywide Transportation System Development Charge (TSDC): Previously assumed 55% of funds collected in River Terrace stay in River Terrace. Council amended this number to 75%.
    • Citywide Transportation Development Tax (TDT): Previously assumed 55% of funds collected in River Terrace stay in River Terrace. Council amended this number to 75%.
    • River Terrace Transportation Utility Fee: Council amended this to a lower amount.
    • River Terrace TSDC: Council amended this to a lower amount.
  • River Terrace Addendum to the City of Tigard Park System Master Plan: This addendum provides an update to the Tigard Parks Plan specific to the River Terrace study area. The Parks Plan outlines the need to acquire property and construct new parks, preserve open spaces, enhance water quality and provide recreational opportunities.

The project team is scheduled to present the River Terrace Code Amendments and Zoning Districts Map to Planning Commission and City Council in February 2015.
