The Funding Strategy is a plan for funding major infrastructure improvements in River Terrace. Since Council and the Stakeholder Working Group were last briefed on the Funding Strategy, the project team revised the cost estimate for River Terrace Boulevard by $16 million, based on information provided from local engineering firms working on River Terrace development projects. Tigard City Council adopted the Funding Strategy by resolution, with an amendment to correct a typographical error regarding the Parks System Development Charge. In addition, Council amended the following transportation funding analysis and assumptions:

  • Citywide Transportation System Development Charge (TSDC): Previously assumed 55% of funds collected in River Terrace stay in River Terrace. Council amended this number to 75%.
  • Citywide Transportation Development Tax (TDT): Previously assumed 55% of funds collected in River Terrace stay in River Terrace. Council amended this number to 75%.
  • River Terrace Transportation Utility Fee: Council amended this to a lower amount.
  • River Terrace TSDC: Council amended this to a lower amount.
